July and August are typhoon season months. In response to the potential flooding during typhoon season, the Pingtung County government has completed the deployment of 15 pumping stations and 130 mobile water pumps in the areas prone to floods and committed more than NT$10 million to inspect and dredge culverts, regional drainage and ditches of all sizes, in advance, to mitigate the potential disaster impact caused by typhoons.

The Department of Water Resources of the county government said that the 15 pumping stations are established at areas prone to flooding, such as Jiadung, Linbian and Donggang, and the stations are equipped with 47 water pump units and 109 water gates, which have been inspected before the flood season. This year, the county government has purchased 15 more mobile pumps and deployed them at Wanhua detention pond in Nancho Township, Bajiatou drainage in Linbian Township and the downstream side of Yaozikou Bridge. The county has already deployed 130 mobile pumps to quickly ease water accumulation and flooding and prepared more than 6600 concrete dolosse and more than 6000 bulk bags to fight floods.

In addition, the Department of Water Resources has constantly inspected the 12 rivers within the county and 92 district drainages, urban planning sewer systems, hillside and streams and other water facilities from time to time since the beginning of this year. The sewer dredging operations have been assigned to each township office to contract out before May. From May to November, the Department of Water Resources also inspects townships prone to floods, such as Donggang, Fangliao and Linbian, and clears the debris of connecting pipes and water tank culverts at Neipu and Xinyuan which experienced flooding last year during the typhoon season.

According to the Department of Water Resources, the inspection found that the sections of sewers prone to being blocked are mostly in the coastal subsidence areas. The sewer outlets are lower than the sea level during the high tide, making the siltation more serious. In addition, many open trenches, culverts and converging sewers have tree branches or even garbage from citizens, and some items are unbelievable, such as abandoned bicycles, feed bags and others. The Department is urging people not to dump their garbage by the waterways, as the blockage can stop rivers from functioning properly during times of floods.

The Department of Water Resources stressed that in addition to the preparation before the flood season, the county government has introduced network technologies for disaster prevention in recent years and completed the deployment of flood warning systems and monitoring and control system of water-related disasters. Rainfall stations, water level stations and image monitoring stations have been set up at 45 key waterways and roads throughout the county. A total of 130 surveillance equipment has been set up to observe water conditions and the information gathered can be sent to the disaster response centers for immediate actions.
